PENNSYLVANIA - A Philadelphia man is behind bars after allegedly defrauding multiple homeowners in Lower Bucks County out of nearly $180,000. On August 19, 2026, a joint investigation by the Bensalem Township and Middletown Township Police Departments culminated in the arrest of 46-year-old Shawn Hagan, owner of Hagan Home Concepts.


Authorities allege that Hagan accepted massive upfront deposits for large-scale residential projects but failed to complete the work, ultimately abandoning the jobs or facing stop-work orders from local zoning officials.

The Charges and Arraignment

Hagan faces a slew of felony charges resulting from the multi-jurisdictional investigation. The charges include:

  • Theft by Deception (Felony 3)

Following his arrest, Hagan was arraigned before Magisterial District Judge Joseph Falcone. Bail was set at 10% of $750,000, and he was subsequently remanded to the Bucks County Correctional Facility.

The investigation involves three distinct incidents across two townships, with victims reporting a combined $178,291 in financial losses:

  • June 16, 2025 (Bensalem): Investigators met with a resident who reported paying Hagan a $24,000 deposit toward a $58,000 home addition. According to the victim, construction never commenced, and the deposit was never refunded.
  • May 18, 2026 (Bensalem): A resident hired Hagan to construct a $72,000 home addition. After the victim paid $46,725, Hagan reportedly started the foundation work before abruptly stopping all communication and leaving the job unfinished.
  • May 28, 2026 (Middletown): A homeowner hired Hagan for a major $172,700 home renovation, paying $107,566 before any work began. Over the next five months, Hagan allegedly completed only minor demolition and framing. The project was eventually halted when Middletown Township Building and Zoning officials issued a stop-work order due to significant work deficiencies and a failure to comply with approved plans.
