UPPER CHICHESTER, PA — The Upper Chichester Township Police Department announced the arrest of Jian Jian Yu, 35, in connection with an attempted $40,000 phone scam targeting an older adult. Law enforcement's interception prevented the victim from suffering any financial loss.


According to police, officers responded on August 13, 2026, to a reported fraud occurring on Brentwood Road. The victim reported receiving fraudulent calls from suspects impersonating representatives from Microsoft, Citizens Bank, and the FBI.

The scammers instructed the victim to withdraw $40,000 in cash and leave it outside for pickup. They allegedly threatened the victim with arrest for money laundering if the demand was refused. The victim became suspicious and contacted police before surrendering any money.

In a separate incident, officers arrested Jian Jian Yu that same day. Yu is facing six felony charges:

  • 18 § 903 Criminal Conspiracy
  • 18 § 3922.1 Financial Exploitation of an Older Adult
  • 18 § 3921 Theft by Unlawful Taking
  • 18 § 3925 Receiving Stolen Property
  • 18 § 7512 A Criminal Use of Communication Facility
  • 18 § 4106 Access Device Fraud

Yu is described as a 35-year-old Asian male with black hair and brown eyes. Police noted the incident occurred in Upper Chichester, PA 19061.

The Upper Chichester Township Police Department emphasizes that legitimate banks, government agencies, and technology companies will never instruct citizens to withdraw large sums of cash for pickup. Anyone who receives a similar demand should hang up immediately and contact law enforcement.
