Philadelphia County, Pennsylvania, has a history of political participation. Philadelphia County has voted for a Democrat in every presidential election since 1936. In 1972, Philadelphia County voted for George McGovern, who defeated Richard Nixon. Today, the county is home to Republican Senator Arlen Specter, who lost by less than one-third of the vote in the 2004 U.S. Senate election.

Since the late 1800s, Philadelphia has been home to immigrants from Eastern Europe and the South. The city's population is mainly German and Irish. In 1854, the city expanded to include all of Philadelphia County. During this period, immigrants from Italy, Eastern Europe, and the south flocked to Philadelphia.
